District of Squamish Zoning Bylaw No. 2200, 2011, Amendment Bylaw (Comprehensive Development Zone No. 78 – 1066 Wilson Crescent) No. 2315, 2013.

On Tuesday, May 20, 2014 Council gave first two readings to the bylaw and authorized scheduling of a Public Hearing for June 10th 2014 at 6 P.M. The Hearing will be held at Municipal Hall, located at 37955 Second Avenue. Community members are invited to attend or may submit written comment concerning the proposal to Council.

Squamish Helping Hands Society (SHHS) has made application to rezone the property at 1066 Wilson Crescent to accommodate SHHS’ Emergency Shelter Program (ESP) which is currently run at the downtown Firehouse location at 37930 Third Avenue. The Wilson Crescent property is owned by BC Housing and contains an existing 3,500 sq ft purpose-built residential building that was formerly operated by Vancouver Coastal Health for supportive housing until 2010.

The Rezoning would accommodate and relocate all sleeping aspects of SHHS’ current downtown Emergency Shelter Program—along with the transitional housing (Assisted Living Residence) already permitted at 1066 Wilson Crescent under the current Multiple Unit Residential (RM-1) Zone. The ALR beds at Wilson Crescent are already permitted and registered with the BC Ministry of Health Assisted Living Registrar. As defined by the Community Care and Assisted Living Act, an ALR is a premises in which housing, hospitality services and 1-2 prescribed services (assistance with daily living, monitoring and administering medication, therapies etc) are provided by the operator to three or more unrelated adults.

Through a Comprehensive Development Zone 78 (site specific zoning), SHHS’ Home InStead proposal is to accommodate 4 transitional ALR beds (6-12 months stay) as well as 11 ESP beds (30 day maximum stay) and not to exceed 15 at any given time. SHHS has requested that the Fire House located on Third Avenue will be available to pick up any overflow or during extreme weather periods.
