APPROVED
This development application is to authorize use of an existing structure (former Pac West Building) located at 37870 Cleveland Avenue as an indoor public market. The subject lands are currently zoned CD-37 (Comprehensive Development Zone 37). If approved, Temporary Use Permit 43 would allow for a change of occupancy and use of the building for an indoor market for a period of up to 3 years, with potential for permit renewal for an additional 3 years subject to Council authorization. The proposed market will offer temporary and semi-permanent vendor stalls and display areas inside the 4000 m2 building, with provision for food carts and mobile merchants on site at the rear of the site, along with on-site parking. The building will be required to meet current building and fire code.
The subject lands are designated as Development Permit Area 2 (Downtown South). Development Permit 368 addresses the form and character aspects of the building renovation. Proposed exterior building updates include new paint and art mural (Cleveland elevation), façade repairs, new entry doorway and garage bay door and building signage. Minimal landscape amendments are proposed including installation of a kids play area (north end) and gravel pathway. Existing trees and fencing are to remain; on-site invasive vegetation will be removed.
