District of Squamish Council is considering the adoption of the following six Loan Authorization Bylaws. If you object to one or more of these bylaws, please complete and submit an Elector Response Form for each bylaw you are not in favour of. Council will consider each bylaw separately.
The District requires elector approval for the following loan authorization bylaws:
Signed Elector Response Forms must be received by the Corporate Officer at Squamish Municipal Hall, 37955 Second Avenue, Squamish, BC, before 4:30 p.m. on October 7, 2024, in order to be counted. Forms may be submitted in person to the Corporate Administration Department at Municipal Hall during regular business hours, mailed to the attention of the Corporate Officer, or emailed to [email protected]
Project: Whittaker Slough Pump Station
Total Project Cost: $4,000,000
Project description: A new pump station will be built in Whittaker Slough to reduce flooding in the North Yards neighbourhood during high river levels and heavy rainfall. Flooding is currently experienced in the Whittaker Slough area, triggered under both wet and dry conditions. Management of these issues currently involves emergency manual pumping. Recommended in the Howe Sound and Stawamus River Integrated Stormwater Management Plan, the pump station would automate the manual pumping system and provide significantly more capacity.
The District of Squamish proposes to borrow a sum not exceeding $2,303,030 under authority of “District of Squamish Whittaker Slough Pump Station Loan Authorization Bylaw No. 3058, 2024”.
Repayment of borrowing and related interest expense will be funded by revenue generated from property taxation no later than twenty (20) years from the date of issue.
Based on 2024 taxation rates, the annual debt service costs represent approximately $0.88 for residential owners and $2.26 for business owners per $100,000 of assessed property value

Project: Xwu´nekw Park Sea Dike
Total Project Cost: $18,011,700
Project description:A 200-metre long section of sea dike will be installed along Xwu’nekw Park. The dike includes a steel sheet pile wall with habitat compensation benches along the base of the wall. The project also includes a water access ramp and dock and landscaping along the dike top including a waterfront trail, street furniture and lighting. View the full project page for more details.
The District of Squamish proposes to borrow a sum not exceeding $5,063,402 under authority “District of Squamish Xwu´nekw Park Sea Dike Loan Authorization Bylaw No. 3064, 2024”.
Repayment of borrowing and related interest expense will be funded by revenue generated from property taxation no later than twenty (20) years from the date of issue.
Based on 2024 taxation rates, the annual debt service costs represent approximately $1.95 for residential owners and $4.88 for business owners per $100,000 of assessed property value.

Project: Loggers East Drainage Diversion Pipe
Total Project Cost: $3,100,000
Project description: An Integrated Stormwater Management Plan completed in 2020 identified a flooding risk in the Loggers East neighbourhood. Through additional engineering modelling work, a number of upgrades were identified to mitigate the risk of flooding and included a recommendation to construct a new storm sewer main along Finch Dive and Loggers Lane which is planned to be constructed in 2025. This neighbourhood is currently at risk of flooding until the new storm sewer main is constructed which could result in damage to public and private infrastructure.
The District of Squamish proposes to borrow a sum not exceeding $1,346,465 under authority of “District of Squamish Loggers East Drainage Diversion Pipe Loan Authorization Bylaw No. 3066, 2024”.
Repayment of borrowing and related interest expense will be funded by revenue generated from property taxation no later than twenty (20) years from the date of issue.
Based on 2024 taxation rates, the annual debt service costs represent approximately $0.52 for residential owners and $1.30 for business owners per $100,000 of assessed property value.

Project: Cemetery Expansion
Total Project Cost: $1,640,000
Project description: The Squamish cemetery is nearing capacity which has triggered a cemetery expansion project that expands both capacity and services and improves the functionality of the existing cemetery. The work involves designing and implementing a series of upgrades that include parking lot expansion and paving, new fencing, restoration of historical features, a scattering garden and green burial plots, an expansion of burial and internment spaces, relocation and expansion of a maintenance yard, and seating and garden areas. Construction is planned for 2025.
The District of Squamish proposes to borrow a sum not exceeding $1,656,566 under authority of “District of Squamish expansion of the Cemetery Loan Authorization Bylaw No. 3068, 2024”.
Repayment of borrowing and related interest expense will be funded by revenue generated from property taxation no later than twenty (20) years from the date of issue.
Based on 2024 taxation rates, the annual debt service costs represent approximately $0.64 for residential owners and $1.60 for business owners per $100,000 of assessed property value.

Project: Mamquam Bridge Resurfacing
Total Project Cost: $5,075,000
Project description:The existing bridge deck of the Mamquam Bridge is delaminating and requires ongoing maintenance to patch deck failures. In 2023, The District of Squamish retained a consultant to complete an assessment which indicated that the bridge deck was severely delaminated and recommended a full deck replacement within two to three years. A consultant was hired in 2024 to provide design for the replacement of the concrete bridge deck which is planned to be completed in 2025.
The District of Squamish proposes to borrow a sum not exceeding $5,050,505 under authority of “District of Squamish Bridge Resurfacing Loan Authorization Bylaw No. 3071, 2024” for the purposes outlined in the paragraphs below.
Repayment of borrowing and related interest expense will be funded by revenue generated from property taxation no later than twenty (20) years from the date of issue.
