Amendments to the Procedure Bylaw

In accordance with Section 124 of the Community Charter, notice is given that the Council of the District of Squamish will consider adopting “District of Squamish Procedure Bylaw No. 2099, 2009, Amendment Bylaw No. 2862, 2021” at the July 5, 2022 Regular Business Meeting.

WHAT’S PROPOSED:
The amendments to the Procedure Bylaw include the following:

  • Administrative and procedural amendments to the following sections:
    • 4.1, 6.8, 6.9, 8.2 c), 10.8, 10.13 e), 10.16, 10.18, 10.25, 12.4, 13.3, 13.9 and 13.12
  • Section 6.12 was inserted to provide instruction in the event that the power goes out or there is an interruption with the electronic meeting platform.
  • Amendment to Section 8.4, Order of Business, to change the order of ‘Notice of Motion’, ‘Consent Agenda’ and ‘Consideration of Council Committee Motions’ on the agenda.
  • Section 8.6 was inserted to provide a procedure for listing Reconsideration of Council Motions under Business Arising on the agenda.
  • Section 10.9 was inserted to provide language regarding level of detail recorded in the minutes.
    Amendment to Sections 10.24, 11.3 and 11.5 to delete ‘2/3’ vote and replace with ‘majority vote’.
  • Sections 10.29. 10.30 and 10.31 were inserted to include language around Council member conduct at Council meetings.
  • Section 10.32 has been inserted to include language around conduct by members of the public at Council meetings.
  • Amendment to Section 11.3 to allow additional time for delegations at Committee of the Whole meetings if determined by the Mayor or Acting Mayor when considering the Application to Appear.

The bylaw amendment includes several amendments, following a review by staff and Council to ensure efficient running of Council and Council Committee meetings.
