What's Proposed: Amendments to Procedure Bylaw

In accordance with Section 124 of the Community Charter, notice is given that the Council of the District of Squamish will consider adopting “District of Squamish Procedure Bylaw No. 2099, 2009, Amendment Bylaw No. 2486, 2018” at the June 5, 2018 Regular Council meeting.

The amendments to the Procedure Bylaw include the following:

  • Inserting a definition for “Council Committee” under Section 3 – Definitions.
  • Amendment to Section 6.1 to change the date of the first Council meeting following the local general election from the first Tuesday in December to the first Tuesday in November. This is required due to the change in date for local government elections from November to October.
  • Amendment to Section 6.8 to allow electronic participation by members of Council at Council Committee meetings.
  • Amendment to Section 8.1 to remove the specific deadline for Council meeting staff reports and allow the deadline to be established by the Chief Administrative Officer.
  • Amendment to Section 8.4 – Order of agenda items. The amendment includes the addition of the following agenda items:
    • Welcome to the Squamish Nation Traditional Territory
    • Scheduled (Timed) Items
    • Consent Agenda
    • Late Agenda Items
  • Inserting Section 8.5 “Consent Agenda Items” under Section 8 – Agenda.This will allow for information items to be considered for approval by Council in one motion.
  • Minor amendment to Section 10.5 by deleting the word ‘minutes’ and inserting the word ‘motion’.
  • Inserting Sections 10.26 and 10.27 under Section 10 – Procedure and Conduct, to include procedures for receipt of electronic submissions from the public for Hearings.
  • Inserting Section 13.12 under Section 13 – Reading and Adoption of Bylaws to allow the Developer Applicant to answer questions at First Reading consideration of a Zoning or OCP bylaw and to allow the Chair to set a time limit to the information presented.

Second Avenue between the hours of 8 a.m. – 5 p.m. Monday to Thursday
and 8:30 a.m. – 4:30 p.m. on Fridays, excluding statutory holidays.
