Development and Amenity Cost Charges

District of Squamish Amenity Cost Charge Bylaw No. 3120, 2024 and the Development Cost Charge Bylaw No. 3121, 2024 were adopted at the Regular Business Meeting on February 17, 2026. Visit the bylaw library to read the DCC and ACC bylaws.

RAP Policy (Formerly the CAC Policy) was approved and updated to better align with the current legislative environment regarding CACs and the new ACC Bylaw. The name of the policy has been changed to the Rezoning Application Alignment Policy (RAP). A number of changes have been made to the policy including adding the definition of Amenity Cost Charge and Section 11 has been included to clarify that any amenities secured through rezoning application negotiations guided by the RAP policy are separate from the charges imposed by the ACC Bylaw.

DCC rates

The rates provide a rate comparison of the existing DCCs, relative to the proposed preliminary DCC rates based on land use and type of development. These draft rates are currently subject to further review of calculation assumptions before presented to Council for adoption.

The ACC rates have been developed in comparison with ACC rates for various land uses relative to other local governments as of January 2025.

Background

The District undertook a comprehensive review and update of the existing DCC Bylaw and associated financial model, and developed a new ACC Bylaw in accordance with the applicable legislation.
