Do you own property in Downtown Squamish assessed as Class 6 under the Assessment Act?

District of Squamish Business Improvement Area Bylaw No. 2799, 2021, will expire on March 31, 2026. A new bylaw is required to renew the business improvement area. Description of the service:

A Business Improvement Area (BIA) is an area designated by Council in which businesses and property owners can finance effective marketing, promotional and revitalization programs for a specified area of the municipality . The Downtown Squamish Business Improvement Association (the Association) deliver the BIA service in Downtown Squamish. 

Which properties are included?

Class 6 properties in Downtown Squamish that are located within the boundaries shown in bold on the location map. 

What is the cost of the service and when does it come into effect?

The new proposed bylaw will be in effect during the calendar years 2026 through 2030. The bylaw allows the District to grant to the Association funds not exceeding $634,744 in total. All costs of the proposed service will be recovered through an annual tax levy on the land and improvements of Class 6 properties within the BIA.

The annual amount collected by the tax levy is shown in the table below; this amount is shared by all Class 6 properties within the BIA boundary.

What is the process?

If You Are in Favour

  • No action required.

 

If You Are Opposed

  • Complete and submit a “Petition Against Form”.
  • If you choose to sign the petition against form, you are declaring that you are the registered property owner or holder or occupier of land who is responsible for paying the local area service tax.
  • Only one petition may be filed per property within the BIA boundary.  

Unless a majority of the property owners, representing at least 50% of the assessed value of the parcels which are subject to the tax levy, petition Council NOT to proceed, Bylaw No. 3187, 2025 may be adopted without further notice, and the Business Improvement Area service for the Downtown Squamish may proceed.

Class 6 property owners desiring to petition against proposed Bylaw No. 3187, 2025 must do so in writing using the petition form established by the District of Squamish. Petition forms are available at District of Squamish Municipal Hall or digitally by contacting [email protected]. Signed petition forms must be returned to Municipal Hall, 37955 Second Avenue, PO Box 310, Squamish, BC on or before 4:30 p.m. on Monday, October 20, 2025.
