WHAT'S PROPOSED:
Amendments to the District of Squamish Official Community Plan Bylaw, Zoning Bylaw and Phased Development Agreement Bylaw
PROPOSED BYLAWS:
- RZ000046: District of Squamish Zoning Bylaw No. 2200, 2011 Amendment Bylaw (Area C – Marine Centre) No. 3045, 2024
- OCP00009: District of Squamish Official Community Plan Bylaw No. 2500, 2017 Amendment Bylaw (Area C – Marine Centre) No. 3044, 2025
- District of Squamish Phased Development Agreement Bylaw No. 2387, 2015, (Area C- Marine Centre) Amendment Bylaw No. 3046, 2024

PROPOSED AMENDMENTS:
Official Community Plan (Schedule N Oceanfront Sub Area Plan):
- Policy language supporting childcare, rental and affordable housing, and light industrial uses on Lot O.
Zoning Bylaw Amendment Bylaw No. 3045, 2024
- Amends the Comprehensive Development Zone 69 (CD-69) to:
- Permit alcohol beverage manufacturing, rental housing, commercial recreation, community activity centre, cinema, high technology, motor vehicle repair, research and development, and light industrial uses in Block C.
- Propose a lower parking ratio and higher bike parking ratio for Block C.
- Permit childcare use in Block I.
Phased Development Agreement Bylaw Amendment Bylaw No. 3046, 2024
The Phased Development Agreement (PDA) is a 20-year agreement with the developer, Matthews West Development Ltd, that expires in 2035 and secures certain zoning provisions, contained within the agreement. The minor and major changes to the Phased Development Agreement include:
- Secure the delivery of 398 m2 of childcare space.
- Secure 98m2 of building space for Squamish Arts
- Updating the PDA’s Zoning Bylaw with District of Squamish Zoning Bylaw No. 2200, 2011 Amendment
- Bylaw (Area C – Marine Centre) No. 3045, 2024.

PROPOSED AMENDMENTS
Official Community Plan (Schedule N Oceanfront Sub Area Plan):
- Updating the names of the Oceanfront Walkway to the Ch’émesh Trail and the name of Oceanfront Park to Sp’akw’us Feather Park.
- Removing the need for an OCP amendment for any rezoning that proposes rental or affordable housing if sufficient infrastructure capacity already exists.
NO PUBLIC HEARING:
In accordance with the new Provincial housing legislation, Section 464(3) of the Local Government Act, local governments are now prohibited from holding public hearings related to rezoning applications for developments that are primarily residential and are consistent with the local government’s Official Community Plan (OCP). This proposal meets those requirements.
HOW TO VIEW THE PROPOSED BYLAW:
A copy of the proposed bylaw and related information that has been or may be considered by Council may be inspected online or at Municipal Hall.
- In person at Municipal Hall - 37955 Second Avenue, Squamish, British Columbia, from April 24 to May 6, 2025, between 8:30 am and 4:30 pm, Monday through Friday, excluding statutory holidays.

If you wish to provide written comments on the proposed Bylaw amendment prior to the meeting please email your submission to hearing@squamish.ca no later than 4:30 pm on May 6, 2024. Written submissions can also be mailed or dropped off at Municipal Hall, 37955 Second Avenue, Squamish.
Please note that all submissions will form part of the public record. Council may not receive further submissions received from the public or interested parties concerning the Bylaw described above after the conclusion of the Public Hearing.
