Woodfibre LNG Project
Project Overview
Woodfibre LNG Limited Partnership is constructing a liquefied natural gas (LNG) export facility on the previous Woodfibre Pulp and Paper Mill site located approximately 7 kilometres west-southwest of Squamish, on the northwestern shoreline of Howe Sound. The Woodfibre LNG Project will have production capacity of 2.1 million tonnes per year of liquefied natural gas.
The WLNG Project is expected to operate for approximately 40 years and includes the development of a natural gas liquefaction facility, floating LNG storage capacity, and marine docking for LNG export vessels.
District staff from the Major Projects – Industrial team regularly meet with WLNG to review WLNG Project activities and related communications and engagement plans, community concerns and/or complaints, municipal requirements, and permit compliance.
Completion of the Woodfibre LNG Project is expected to take place in 2027.

Temporary Workforce Accommodation
In May 2025, Woodfibre LNG (WLNG) has submitted a Temporary Use Permit (TUP) for workforce accommodations at the project site. The application is inclusive of the existing marine-based work camp vessel and the proposed second vessel. Despite WLNG’s withdrawal of the earlier TUP, this new TUP application is aligned with the District’s position that WLNG’s workforce accommodation requires temporary land use approval from the District. WLNG has indicated in its application that the existing BC Environmental Assessment Office conditions with respect to the first vessel, including community infrastructure, gender and cultural safety, worker safety, health, wellness and culture, and worker transportation will apply equally to the second vessel. This means that workers living on board both vessels will be ferried to and from the Lower Mainland during shift changes and are required to remain on board for the duration of their shift rotation with no recreational access into the community.

- July 2, 2025 - WLNG is seeking a Temporary Use Permit (TUP) to obtain approval for an existing temporary floating workforce accommodation (floatel 1) and to authorize an additional temporary floating workforce accommodation (floatel 2). Floatel 1 houses approximately 650 construction workers. Floatel 2 would accommodate approximately 630 additional workers and is proposed to be located to the south of the existing floatel. The floatels are intended to temporarily house workers during the construction phase of the project.
- May 1, 2025 -Woodfibre LNG has announced it will submit an application to regulatory agencies for a second workplace accommodation floatel to be moored at the project site. Their application process is expected to include an application to the District of Squamish for temporary land use approval. - March 2020 - Woodfibre LNG Federal Decision Statement Implementation Schedule finalized.
- July 2019 - Woodfibre LNG received the BC Oil and Gas Commission facilities permit.
- March 2018 - CEAA approved the change in cooling technology following Squamish Nation’s s election of air cooling for the Woodfibre LNG plant.
- March 2018 - The BC government confirms its commitment to provide competitive rates for LNG facilities powered by electricity from BC Hydro.
- February 9, 2017 - The Environmental Assessment Office invited the public to comment on an application for an amendment to the Environmental Assessment Certificate granted to Woodfibre LNG on October 26, 2015, for the construction and operation of the Woodfibre LNG Project.
- March 1, 2016 - The District of Squamish submitted its response to the Canadian Environmental Assessment Agency on an analysis of the anticipated greenhouse gas emissions associated with the proposed Woodfibre LNG Project. - February 10, 2016 - The Canadian Environmental Assessment Agency invited the public to comment on an analysis of the anticipated greenhouse gas emissions associated with the proposed Woodfibre LNG Project, located 7km southwest of Squamish, B.C.
- April 30, 2015 - the District of Squamish submitted its official response on the WLNG and FortisBC pipeline projects to the Environmental Assessment Office (EAO).
- Between March 9 and 23, 2015, the District of Squamish hosted a two-week community consultation to inform Council of the opinions of the community before Council submitting an official response on the projects to the EAO. - February 25, 2015 - the District's Woodfibre LNG Community Committee presented to Council at the West Coast Railway Heritage Park Roundhouse. Members of the public also had the opportunity to ask questions.
- January 2015 - Woodfibre LNG and Fortis BC submitted formal applications to the provincial Environmental Assessment Office.
