FortisBC Eagle Mountain-Woodfibre Gas Pipeline Project

Project Overview

To supply the Woodfibre LNG (WLNG) facility with liquified natural gas, Fortis BC is constructing a 24-inch (70-centimetre) diameter, 50-kilometre natural gas pipeline from the area north of the Coquitlam Watershed in the Greater Vancouver Regional District (Metro Vancouver) to the WLNG facility, southwest of Squamish. The project also includes additional compression at an existing station in Coquitlam, a new compressor station in Squamish, and facilities at the WLNG Project site.

 

District staff from the Major Projects – Industrial team regularly meet with FortisBC to review EGP Project activities and related communications and engagement plans, community concerns and/or complaints, municipal requirements, and permit compliance. 

 

Completion of the EGP Project is expected to take place in 2027.

Temporary Laydown Yard

In September of 2024, the District of Squamish authorized a Temporary Use Permit (TUP) for a FortisBC construction laydown yard, northeast of the Valleycliffe neighbourhood along the Mamquam Forest Service Road. The laydown yard will be used for EGP Project construction staging activities such as equipment and materials storage, fueling and parking. The laydown yard will remain in use until pipeline construction is complete in late 2026, followed by clean-up and site restoration into 2027. Staff are working closely with FortisBC to make sure that all conditions of the permit are being met and that FortisBC remains engaged with the community (including Valleycliffe and Raven’s Plateau residents and local recreational user groups) and provides regular updates during laydown yard operations.

  • March 18, 2025 - FortisBC issued a public update on the temporary construction laydown yard northeast of Valleycliffe, informing neighbourhood residents, recreational groups and the general public of commencement of site clearing and preparation.   • September 25, 2024 -  TU000073 and TU000074 were considered by Council. TU000073 was defeated and TU000074 was approved. View the September 25 meeting.
  • September 10, 2024 - Council received a staff report and provided feedback regarding TU000073 and TU000074. View the meeting.
  • August 12, 2024 - In preparation for construction of the Eagle Mountain gas pipeline along Finch Drive and Industrial Way, FortisBC crews will be undertaking activities to help identify the location of existing underground utilities.

  • January 24, 2024 – The District of Squamish has issued a Noise Exemption Permit to work 24-hours per day with conditions to FortisBC’s prime contractor, Frontier-Kemper Michels (FKM), for the Eagle Mountain - Woodfibre Gas Pipeline (EGP) Project tunneling work. The exemption was requested by FKM to allow the tunnel boring machines to operate continuously to maintain safety through construction. The exemption permit conditions require implementation of various noise mitigation measures to minimize disturbance and inconvenience to neighbouring residents, and provision of a resident complaint process.

  • December 19, 2023 – Staff presented Woodfibre LNG and FortisBC project updates
  • December 4, 2023 – The Environmental Assessment Office approved FortisBC’s Temporary Workforce Accommodation Amendment application to increase the size of the accommodation from two hectares to seven.
  • November 30, 2023 - FortisBC has submitted an Effluent Discharge Permit Application to the BC Energy Regulator (BCER) to authorize the discharge of water from construction activities of the Eagle Mountain-Woodfibre Gas Pipeline (EGP Tunnel) at the BC Rail Site and at the Woodfibre LNG site. The deadline to submit comments is January 19, 2024.

  • October 17, 2023 - FortisBC announced the offload and transportation of pipeline from Squamish Terminals to BC Rail Properties will begin on October 23.
  • October 17, 2023 – Staff presented Woodfibre LNG and FortisBC project updates 
  • July 28, 2023 - FortisBC notified the District of their intention to begin construction on the Eagle Mountain Gas Pipeline project on or after August 28, 2023.
  • July 18, 2023 – Staff presented Woodfibre LNG and FortisBC project updates and responses from FortisBC to District inquiries regarding their TUP applications.
  • July 11, 2023 – Staff presented information reports on FortisBC’s TUP applications for a construction yard and workforce lodge.
  • March 2023 - FortisBC hosted a Public Information Meeting to provide residents with an opportunity to learn more about the project.

  • February 25, 2015 - the District'sWoodfibre LNG Community Committee presented to Council at the West Coast Railway Heritage Park Roundhouse. Members of the public also had the opportunity to ask questions.
