Annual Paving Program - 2025

Ashphalt paving will take place this summer at the following locations:

• Cleveland Avenue from Buckley Avenue to Pemberton Avenue
• Brennan Park – Turf Field parking lot 
• Brennan Park - Trail between main parking lot and Turf Field parking lot
• North east corner of Brennan Park parking lot for electric vehicle charging 
• Westway Avenue between Birch Drive and Plateau Drive
• Landfill drop off area

Work is anticipated to take place from July 21 to 25.

Scope: Milling and repaving of Cleveland Avenue between Pemberton Avenue and Buckley Avenue including new line painting. 

Traffic Management: The contractor is responsible for maintaining at least one open lane in each direction to facilitate traffic flow and minimize disruption. On exceptional occasions, a full closure of Cleveland Avenue may be required for short periods. Signs will be posted on Highway 99 to notify drivers of Cleveland Avenue closures. Please expect delays and increased congestion during work. Traffic control personnel will be on-site to assist with access and navigation for the public and emergency vehicles.

Impacts:

• Partial lane closures on Cleveland Avenue with occasional full closures for short durations. Temporary detours will be in place during closure. Traffic delays are expected to extend to the Pemberton Avenue and Buckley Avenue intersections.
• Traffic delays may extend to Highway 99.
• Haul trucks and other large vehicles may experience restricted access, especially when exiting the area of Downtown. These limitations will be temporary and coordinated to minimize disruption.  
• Milling and paving operations will generate construction noise and dust during daytime hours. Dust suppression measures and compliance with local noise bylaws will be in place to help reduce impacts.  
• Access to homes and businesses will be maintained.
• Bus routes that use Cleveland Avenue will be subject to detours and delays. Riders should check with BC Transit for service updates. 

Work is anticipated to take place over one week in August. Dates to be confirmed.

Scope: Milling and repaving of Westway Avenue between Birch Drive and Plateau Drive. The work will involve repaving multiple extensive sections as needed to address the most deteriorated areas.

Traffic Management: Details to be confirmed

The project will require partial closure of Westway Avenue within the specified section. The contractor is responsible for maintaining at least one open lane to ensure continuous traffic flow and minimize disruption. On exceptional occasions, a full closure of Westway may be required for short periods to safely complete specific tasks.  

Work is anticipated to take place over two days in late August to early September. Dates to be confirmed.

Scope: Paving of the existing parking area at Turf Field to enhance comfort and accessibility for all users of the Brennan Park facilities. The work will include line painting and the installation of speed bumps on the access road. 

Traffic Management: Details to be confirmed

For safety reasons, access to the parking lot and access road will be closed during the paving days. A detailed Traffic Management Plan finalized at a later stage.
