Three amendments to the 2018-2022 Five Year Financial Plan have been proposed to reflect increased costs for the capital projects described below. Council passed first three readings of this bylaw on September 25, and is seeking public feedback prior to considering adoption. This item is scheduled to return to Council on October 16, 2018. The deadline for feedback is 5 p.m. on October 16, 2018 in order for the feedback to be presented to Council.
1. Waste Water Treatment Plant emergency repairs: In January, Council approved a $200,000 request to fund emergency repairs to the Wastewater treatment plant. Costs of the repairs totalled $298,000 and are to be funded from the Sewer Reserve.
2. Affordable Rental Housing Construction (Buckley Avenue): An unexpected grant in the amount of $195,000 has been secured and covers the capital needs for this project in 2018. This frees up money in the Affordable Housing Reserve, and it's recommended to use these savings towards #3, below.
3. 3rd Avenue Pond Remediation: An additional $410,000 is required to fund offsite storm works and related site preparation for the Helping Hands/Under One Roof development. The need for additional funds is a direct result of the development. The Affordable Housing Reserve is recommended to fund $300,000 with “Accumulated Surplus” to be used for the remaining $110,000.
