The Phased Development Agreement (PDA) Authorization Bylaw establishes the conditions under which development on the Oceanfront Lands can occur. Phased Development Agreements, as outlined in S905.1 of the Local Government Act, are a vehicle through which a Municipality fetters the ability to consider zoning and subdivision amendments of a specified parcel or parcels of land for a given time frame, in exchange for amenities and other considerations deemed beneficial to the municipality. The proposed PDA has a timeframe of 20 years, which request the Inspector of Municipalities approval.
The proposed PDA will freeze the zoning and subdivision of the Oceanfront lands for a 20 year time frame, providing certainty of zoning and subdivision to the Developer. In exchange for this certainty, the PDA establishes the proposed phasing of the Oceanfront lands, the requirement to provide a community amenity in the form of parks and walkways associated with the development, and the other terms and conditions that will direct the future development of the peninsula development to occur.
Among several requirements and conditions outlined in the Phased Development Agreement is that the Oceanfront Park, including the oceanfront beach, wind sports beach, lands’ end monument, grass area and walkways, must be completed prior to the issuance of the first building permit for a residential dwelling or a building or structure sheltering a commercial use.

A copy of the proposed bylaws and related information that has been or may be considered by the Council may be inspected online (linked above) or in person at Municipal Hall, 37955 Second Avenue, Squamish, British Columbia, from July 9 2015 through July 21, 2015 between the hours of 8:00 a.m. and 5:00 p.m., Monday to Thursday, and between the hours of 8:30 a.m. and 4:30 p.m. on Fridays, excluding statutory holidays.
Persons who believe that their interest in property is affected by the proposed bylaw will have an opportunity to speak and to present written submissions at the Public Hearing. If you are unable to attend, please deliver a written submission to the General Manager of Corporate Services by 4:00 p.m. on the date of the Public Hearing.
