What's Proposed:

A number of Zoning Bylaw amendments and an associated Official Community Plan amendment are proposed in order to address high priority regulatory changes in line with policies in the recently adopted Official Community Plan.

Zoning Amendment Bylaw 2620 (OCP Implementation Priorities)

Missing Middle Housing

  • Amend the RS-2 zone to permit Triplex Dwellings and Cottage Clusters. 
  • Amend the maximum Floor Area Ratio RS-2 to support missing middle housing. 
  • Clarify Accessory Dwelling Unit regulations.

Open Space Requirements

  • Add indoor amenity space requirements.
  • Add common useable open space requirements to more zones.

University Sub Area

  • Amend the definition of Student and Faculty Housing to exclude single-unit dwellings.
  • Require commercial development in the University Village Centre.
  • Correct errors in the existing UH and UC zones.

Active Transportation

  • Add trip end facility requirements for large industrial or commercial uses.
  • Update bicycle parking requirements to include minimum dimensions and charging outlets.

New Zones

  • Establish three new zones: Ecological Reserve (P-4), Neighbourhood Park and School (P-5), Groundwater Protection (P-6).

Energy Efficiency

  • Exclude wall thickness beyond 150mm from Gross Floor Area calculations.

Business Park

  • Establish open space requirements for large parcels in the Squamish Business Park.

Housing as a Human Right

  • Add assisted Living Facility, Community Care Facility, Transitional Housing and Emergency Shelter as permitted uses in all zones.

Housekeeping

  • Clarify terminology issues.

Official Community Plan Amendment Bylaw 2624 (Quest Neighbourhood Park)

Replace Figure 4 in The Sea to Sky University Sub Area Plan to reflect the location of the School/Park area rezoned to P-5 Neighbourhood Park and School in Zoning Amendment Bylaw No. 2620.

Zoning Amendment Bylaw 2625 (Quest Single & Two Unit Dwelling)

Restrict single-unit dwellings and two-unit dwellings within the Sea to Sky University Sub Area Plan area to areas where these housings forms have already been built, or where subdivision applications have been received for construction of these housing.

Zoning Amendment Bylaw 2626 (RS-1 Two Unit Dwellings)

Add two-unit dwellings as a permitted use in the RS-1 and RS-1A zone.


A copy of the proposed bylaw and related information that is being considered by Council may be inspected in person between September 6 and September 18, 2018 at Municipal Hall, 37955 Second Avenue, Squamish, British Columbia between the hours of 8 a.m. and 5 p.m., Monday to Thursday inclusive, and between the hours of 8:30 a.m. and 4:30 p.m. on Fridays, excluding statutory holidays. Enquiries regarding the proposed amendment bylaw may be made to the Planning Department at 604.815.5002.

Persons who believe that their interest in property is affected by the proposed bylaws will have an opportunity to be heard and to present written submissions at the Public Hearing or, if unable to attend, may deliver a written submission to the General Manager of Corporate Services or by email to hearing@squamish.ca by 4 p.m. on the date of the Public Hearing.

All submissions will form part of the public record.

Council will not consider submissions received after the close of the Public Hearing.
